GUIDE TO NON VENUE BROADCAST AND FILMING
GAMES TIME
These guidelines have been prepared to assist broadcasters with news gathering and to inform broadcasters of arrangements and regulations governing broadcast and filming (including radio), across the broader Sydney area before and during the Olympic Games.
Separate rules and guidelines apply to Olympic venues and the Common Domain at Sydney Olympic Park (Homebush Bay). These have been prepared by Sydney 2000 in consultation with the IOC. Advice on these rules is available from Sydney 2000 Communications, the Main Press Centre and Sydney Media Centre and on this site.
Local Government Arrangements
Sydney has over 40 separate Local Government and State Government authorities responsible for public land under their control and management including:
The Sydney Opera House - Sydney Opera House Trust
Royal Botanical Gardens and Domain - Royal Botanical Gardens and Domain Trust
Darling Harbour - Darling Harbour Authority
The Rocks and Circular Quay - Sydney Harbour Foreshore Authority
National Parks and Wildlife Service
Centennial and Moore Parks - Centennial and Moore Park Trust.
These agencies generally operate under individual legislation and regulations. Map 1 indicates the location and boundary of these areas.

City of Sydney
Local Councils (to the north, south, east and west)
These local councils operate under the Local Government Act. Map 2 indicates local council areas within Sydney.

At Games time, the Olympic Coordination Authority will control Olympics Live Sites within the City area. These are large screen entertainment areas established for the duration of the Games.
Depending on the nature of filming or broadcast proposed there may be constraints imposed by individual authorities to ensure public safety and crowd management is not compromised and to ensure appropriate management of lands and minimal damage to lands and property. At Games time for example there is likely to be restrictions on activities in high density crowd areas in and around key rail stations and bus facilities. In addition on street parking will not be available in the City of Sydney.
Most authorities encourage broadcasters and film crews to contact them prior to filming as they can often assistance with location advice and background information on the precinct. This will also assist the local authorities to manage large numbers of crew that wish to film in highly sought after locations.
Strict parking restrictions will apply around venues and key city locations and vehicular access may be limited.
Electronic News Gathering (ENGs) and Satellite News Gathering (SNGs)
It is not necessary to obtain a permit for filming for Olympic ENG coverage defined as “news and current affairs”. A news crew in this instance is defined as a mobile crew consisting of 2 or 3 people with hand held audio/visual equipment. Whilst permission is not necessary for filming as such, news crew are required to hold sufficient Public Liability insurance (AUD$10 million is usual) and obey normal parking, road and general by-laws of the area in which the filming is being conducted
Filming for this purpose is also exempt from local authority charges although other activities associated with the filming such as parking may incur charges.
SNG crews, however, generally require a formal approval by the local authority prior to filming being carried out as they have potentially greater impact on local amenity (particularly noise and traffic management) and tend to have longer set up and duration times. Formal approval might also be required even where the SNG is proposed to set up on private land. Film crews are encouraged to consult with the relevant local authority to check what approval or permit might be required. Payment of fees may be required.
Other Filming
Filming of a commercial nature such as documentaries, feature films and promotional films that require significant locational set up or traffic management will usually require formal approval from the local authority and payment of fees. The payment of fees relates to administrative and management arrangements carried out by the local authority.
Public Safety and Traffic Management
The NSW Police, the Olympic Roads and Transport Authority (ORTA) and local authorities will have powers to require film crews to move on if they become an impediment to efficient management of vehicular and pedestrian flows and public safety. This applies regardless of the need to have a film permit or not and all broadcasters are required to follow instructions issued by authorised persons.
Olympics Live Sites
Olympics Live Sites are controlled and managed by the Olympic Coordination Authority. Olympics Live Sites are an Olympic Event under the Olympic Arrangements Act.
Channel 7 has exclusive access rights to the Olympics Live Sites for live broadcast and commercial or promotional purposes. However access to these sites is permitted without cost for purely news and news reporting purposes by ENG crews. Access will not be permitted for vehicles, SNG crew, outside broadcast vans or other similar equipment. Access may be limited at any time by the Olympics Live Site Venue Manager if in his/her opinion the management and operation of the site is likely to be compromised.
Any filming off the giant Live Site Video screens by any crew other than Channel 7 shall comply with the IOC News Access Rules applicable to the 2000 Sydney Olympic Games.
Rights and Non Rights Holders are not permitted to film more than 3 minutes of Artists performances per day from the Live Sites without prior approval from the Artist.
Only Channel 7, 2UE, Triple J and Big Picture Productions will be permitted to access clean audio feed from Control Centres at the Live Sites.
No filming will be permitted off the giant Live Site Video screens by any crew other than Channel 7.
Olympic Arrangements Act
While it is not necessary to obtain a permit for filming for Olympic media coverage defined as “news”, broadcasters’ attention is drawn to section 68 of the Olympic Arrangements Act, which states:
'(1) A person must not, without the approval of OCA:
(a) broadcast, telecast, or transmit by any means whatever, any sound or image of an Olympic Games event or activity, or any part of an Olympic Games event or activity, or
(b) make any sound recording, or any film, television, video or digital recording of moving images, of an Olympic Games event or activity, or any part of an Olympic Games event or activity, for profit or gain or for a purpose that includes profit or gain, at or from a place within or outside an Olympic venue or facility, or an Olympic Live Site.”
All Licensed IOC Rights Holders are automatically covered by existing contract arrangements. Olympic Games event or activity includes events such as Sailing, Marathon, Triathlon and Road Cycling and the official closing night activities in the City involving fireworks across the harbour and entertainment. In the case of closing night City celebrations Channel 7 has certain exclusive commercial rights although general news gathering of entertainment aspects of these celebrations will not be precluded.'
Olympic Events
Channel 7 has been granted exclusive broadcast rights in Australia to the following “Olympic Events” as defined under the Olympic Arrangements Act:

Media registered with the Sydney Media Centre, Olympics Arts Festival or specific SOCOG events should also contact the office for assistance with: arranging access to the site, interviews with House representatives, and additional information - broadcast quality footage, stills images, CD Rom and media kits.

Non rights holding media wishing to film or photograph from Mrs Macquaries Point, the Domain or inside the Royal Botanic Gardens must be accredited by the Royal Botanic Gardens and Domain Trust (‘the Trust’). All media can register at the Tourism NSW Desk at the Sydney Media Centre. You will need to provide them with:
An idea of your requirements on site and
A copy of your current $10 million Public Liability Insurance.
Royal Botanic Gardens Media Desk will provide a media kit, map and a date-stamped accreditation sticker which is essential for identification.
